The Re-emergence of the Super-Practice?

The Times Health Commission recently published its report setting out 10 reforms of the NHS and social care that will create a healthier Britain.
Number 3 is "Reform the GP contract to focus on wider health outcomes, ensure prompt appointments and restore continuity of care. Encourage more super-practices and create community health centres."
The idea of encouraging more super-practices is an interesting one for me. The advent of PCN's played a big part in inhibiting the growth of super-practices previously. Is the report suggesting PCN's evolve into super-practices?
The concept is a great one but in order to share administrative work between several GP surgeries while also reducing the cost of back office functions as the report suggests, it will need a behaviour and mindset shift for GP partners.
